Roy Carter Strategic Legal Advisor

Roy Carter Roy Carter Strategic Legal Advisor

Before commencing his own legal practise, Roy's career spanned over three decades within the fire and rescue service, including serving, latterly, as principal solicitor and general counsel to one of the UK's largest police, fire and crime commissioner fire and rescue authorities.

Joining the fire and rescue service as a firefighter in 1987 Roy undertook a range of traditional operational and technical fire safety roles. Uniquely, while carrying out these roles, he qualified as a solicitor of the Higher Courts of England and Wales in 2010. This aided his accelerated promotion to the Service's Strategic Management Board, where he worked across the wide field of strategic fire authority and fire and rescue service business, providing in-house legal and business sector counsel; and he was subsequently appointed by the authority as its Monitoring Officer, fulfilling the duties of statutory chief officer pursuant to section 5 Local Government and Housing Act 1989. Also, he was retained and instructed by several other fire and rescue authorities.

He has been a course director and visiting lecturer at the Fire Service College (Moreton-in-Marsh, England) and continues to design and provide bespoke training and development programmes to a number of 'emergency blue light' organisations.

Roy has a confident and resilient disposition, especially when working under considerable demands, and displays a disciplined and effective character with a known skill in offering diplomatic, emotionally intelligent, pragmatic, and tactically sound counsel to a variety of prominent stakeholders including local government authorities, politicians, chief officers, and directors. By exhibiting a comprehensive understanding of both the technical and legal aspects of his work, he continues to gain the confidence and trust of colleagues and clients.

He is a member of the Law Society of England and Wales as well as the Institute of Fire Safety Managers; and received the Fire Service Long Service and Good Conduct Medal in 2007.
