A very experienced individual previously serving in the Fire and Rescue service in Dublin with over 18 years’ experience in various roles of specialists response, pre incident planning, emergency management and fire service training and operations. This practical experience is coupled with an Academic underpinning with MSc in Emergency Management, MSc in Forensic Science (Fire Investigation), and BSc in Fire Service operations and a postgrad Diploma in Fire Safety Practice in Buildings.
National advisor developing fire and emergency management policy, guidance and protocols. Specialist in mass fatality planning. In addition, since 2006 he has been active internationally as an expert with the EU Civil Protection Mechanism (UCPM), as well as an UNDAC member for the United Nations (since 2016). Paul is a member of the Union Civil Protection certification team for modules, he has developed national exercise evaluation methodologies and has been part of an EU Exercise Evaluation team for International Exercises.
